Glenn Irby


Glenn Irby joined the City of Apopka on Jan. 7, 2015, bringing three decades of local government experience with special interests in financial operations, community redevelopment and personnel management. As city administrator, he heads up an organization of more than 370 employees including police, fire, utilities, recreation, public services, community development and other departments. He reports to the Mayor and City Council.

Glenn is dedicated to serve more than 48,000 residents and a growing business community in Apopka. Among his top priorities are economic development, community visioning, comprehensive planning, public outreach and fiscal oversight.

Glenn served as city manager and airport manager in Umatilla from 2006 to 2014. He previously held positions as senior director of staff services for the Lake County Sheriff's Office, city manager for the City of Mascotte, assistant city manager and finance director for the City of Tavares and mayor of the City of Minneola. He also served nine years as a police officer in Eustis. 

Glenn earned a master's degree in public administration from Troy State University and a bachelor's degree in business administration from the University of Central Florida. He is a member of the Florida and International City/County Managers Associations.  

Glenn has five children. He and his wife, Angela, were married in 2006.
